To ensure continuity of refugee status determination (RSD) procedures in Brazil during the COVID-19 pandemic, the General-Coordination of the National Committee for Refugees (CG-Conare) implemented measures to strengthen the use of remote eligibility interviews, via the Microsoft Teams app, which CG-Conare had already been using since 2015.

Sisconare is an online digital platform used by Brazil’s National Committee for Refugees (Conare), as a registration and case management system. It is used by Conare and the Federal Police, to enable asylum-seekers to register their information, receive notifications, monitor the progress of their applications, and keep their personal data updated.

Brazil: Simplified prima facie recognition of Afghan refugees
In December 2020, Conare recognized that the situation in Afghanistan amounted to one of serious and generalized human rights violations, a finding permitted under the broader refugee definition contained in the 1997 Brazilian Refugee Protection Act (Law Nº 9.474, of July 22, 1997) which incorporates elements of the regional 1984 Cartagena Declaration on Refugees.
